PAC 12 turned down that idea once.

David Boren pushed really hard to join the PAC12 in 2011. He invited the Texas President and Deloss Dodds to Norman to lobby them to go with Oklahoma to the PAC12. Texas did not want to go to the PAC12, so Oklahoma and Oklahoma State tried to go on their own. That's when the PAC12 pulled their offer since Texas wasn't part of the deal. The PAC12 wanted Texas and Texas Tech at the same time. Will the PAC12 change their mind now? Possibly, but not likely.

I don't think that the ACC wants to go past 16 unless Texas is in the mix. I don't think that the ACC will take Oklahoma and Oklahoma State without Texas either. We'll wait for Notre Dame to come at some point and then add someone Notre Dame endorses in the region. With Texas I can see the ACC go to 20.
