It's not clear to me who can exert that pressure:


Networks - why would they care? If the castoff school has monetary value they'll care, but in that case a conference might want them anyway.

State legislatures: most likely option, but could they force say, Texas, to connect itself with a private school like Baylor or TCU? OK-OSU and KS-KSU are most likely pairings, but which conference would want both schools in a pair?

Federal intervention: that could happen, especially if conferences try to align into a closed group and antitrust issues arise (or are brought up without real merit). However, if the feds become involved, you'll see a LOT of representatives pushing for congressionally-mandated inclusion of non-P5 big state schools like Buffalo, UCF, etc. It would be a mess.
