Bill Dooley ran finances basically out of shoe box, no sound financial management system of the budget.
Weaver was a financial guy, so he micromanaged every purchase down to the pencil. VERY TRANSACTIONAL. yes VT was in the black but was as an overall program totally under perrforming in product on the field and was slipping back.
Whit running the program like a 100 million dollar program, he's working the strategic actions, the two associates handle the day to day. With VT going to be a 45000 university and expected 25000 hokie club participants and an anticipated athletic budget of over 100 million dollars you cannot operate this out of one person's head or some budget clerk.

and no freedom of information requests are not the bain of the program, Whit is running a transparent program. period and embraces FOI requests.
