Popular or not i don't see it

Launch a player leaving his feet to attack an opponent by an upward and forward thrust of the body to make forcible contact in the head or neck area. - nope no upward movement or thrust

A crouch followed by an upward and forward thrust to attack with forcible contact at the head or neck area, even though one or both feet are still on the ground - nope again no upward thrust

Leading with helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area - yes he led with his shoulder, but not to attack the head. Was clearly heading for the body when the runner simultaneously lowered his head

Lowering the head before attacking by initiating forcible contact with the crown of the helmet - this is the only one you may have a case on, but again he was lowering to tackle when the runner simultaneously lowered.

The bottom line was the replay ref had the opportunity to add a call and saw helmet to helmet contact and called it because of that alone and did not follow the rule
