I don't like that setup for the simple reason it would be possible to have


3 or 4 teams go undefeated in conference play by not having to play each other in the regular season, so you have to settle for things like "highest ranked" when there may be very incomparable schedules. What if 4 teams all go 8-0 in conference play and finish with 11-1 records? Who do you leave out?

Playing within divisions alleviates that perfectly. At least 3 of those teams in questions will have played 1 or 2 of the other teams in question. Use divisions and have the division winners play for the championship. Furthermore, use the conference championship games as a playoff elimination round. If you don't win your conference championship, you don't go to the playoff. As much of the championship question as possible gets settled on the field in that setup. That's just not the case if you get rid of divisions.
