No partial membership is needed for Texas, they want to be in a conference.

They are not ND and just trying to preserve tradition. Even at the higher levels of ND they know they need to be in a conference. The problem is getting the big donors to understand that being part of a conference gives them a better chance to win and they can still have a national schedule.
Back to Texas, I believe they want at least one other Texas school with them and possibly others. However, Texas A&M is doing just fine without any other Texas schools. In fact Game Day is at the Texas A&M vs Tennessee game and not the Red River Rivalry with Oklahoma and Texas today.
