There is a past winner exemption category but the 126-150 category has

priority before the past winners category. Below is a link showing the exemption categories. The 126-150 category is #30 and past winners is category #34. JW played out of category #30 for the 2015 season.
Since he has veteran status, BDJ would actually be in category #37 if he doesn't break into the top 150, but that is literally the last exemption category. So realistically you are right in that if he falls short of 150, his only shot to get status on the PGA Tour next year will be to do it through the WCT finals.
