LHN is a single school network in a single, very populous state, marketing 3rd Tier content for the most valuable property in college football. LHN is a relatively simple endeavor...set up a production facility in Austin and figure out the contract terms.
The 09 ACC had 7 states in its footprint with football 3 centric hubs at VT, Clemson, and FSU. The markets were widespread and highly variable in value and there were 12 players to deal with. The infrastructure to start from scratch was significantly more expensive/complicated and the only similar venture at that time was losing money.
They were and are completely different animals. Note ESPN didn't even commit to the SECN until it was clear the BTN was going to work. There is nothing to suggest that an ESPN (or any network) financed ACCN was a viable option in 2009.
