No they won't


They MIGHT be able to wiggle a few into the P4 - and even then don't forget that there is reason the "have nots" are the "have nots"; they don't have the political clout or financial resources of the "haves". Don't think the "haves" also won't put pressure on the politicians to make things come out mostly the way they want it.

Regardless, once the chairs are filled, there will not be some P4.2 that will be given (or even be capable of) a shot at the pot of gold.
