Not "just as possible" at all. this is the key language

So in practice, the selection committee looks at the champions of the P5 conferences and picks the 4 best.
Then they look to see if there is one or more G5 champs, non-champs, or indys that are uneqivocally better (not even with, not possibly better) than one or more of the top 4.
It is not a level playing field for the G5s or the indy's or the non-champs. There has to be an obviously weak P champ in the top 4. ND can't just SOS their way in. If a P conference champ in the top 4 has no major glitches, they are in.
The weeks leading up to selection week are for the purpose of rank ordering the potential champs, as well as the rest of the field for the major bowl selections. Selection weekend is the only time they actually use their most important criterion (conference champ) in the discussion and the first thing they do is rank order those 5 (currently) P champs.
