What does "delivering a market" even mean?

In terms of TV revenue, is it just ad revenue from a team's appearance on TV? Also, it seems an additional part of delivering a market is the carriage fee for hosting a linear network on cable/satellite. The "DC Market" is really the DC metro area of NOVA/Maryland along with DC. DC proper is a small population, around 1/30 of VA and MD combined.

With Maryland's exit, VT/UVA still delivers over half of that market under the assumption that carriage fees are higher in states with conference members. And even if the carriage fee for ACCN is higher in VA, it would be non-zero in MD.

So back to the question what is "delivering a market"?
