I think 16 teams divided into 4 pods negates the necessity for 9 conf gms.

If you rotate pods every two years, you play all 15 other teams at least twice, home and away, every 4 years. You also maintain the two divisions necessary to keep the conference championship game. Four 16 team conferences is a natural setup to get the conference champions into the playoffs.

Notre Dame's national schedule could be maintained and, if they go undefeated, they would most certainly warrant replacing one of the P4 champions in the playoff, considering there are almost never 4 undefeated P5 champions in any given year.
