I think only 4 schools are in the big12 (really 10). That means that they would have to convince 4 schools from outside Texas to vote for Houston, and that assumes that all 4 Texas schools vote for them. Remember that 2 of the Texas schools are private, tcu and Baylor, and the governor can't control their vote easily. This could make for a good soap opera.
