Tulane does have a new on campus stadium.

Seats around 30-35,000 people and has terrible sight lines. Other than that nice place. Feels like a soccer stadium. The problem is in the innaugural year, there was only one game sold out and that was the opening game against Georgia Tech. The students don't care, there aren't many alumni in New Orleans and frankly New Orleans does not care about Tulane. Most view it as an elitist school with students coming from anywhere but Louisiana. I can't see them being relevant again.
