Posted below, but have a quest. Why won't the ACC rotate divisions now?

The ACC could rotate all 13 teams through Blacksburg every 4 seasons.
This could easily be done with 8 conference games. VT could then be assured of playing Miami and UVA every year even if they are not in the same division.
The only porblem I could see with this would be a team with 3 supposed rivals. Clemson might have a problem working NC St., FSU, and GT onto their schedule every year. So in those oddball, once every 5 seasons, years Clemson could schedule the NC St. game OOC.
So what's the problem?
