Here is what actually happened: VT was invited ahead of Cuse it

because expansion was DOA without VT, thanks to the folks in Carolina and UVA. The ACC ( Swofford ) wanted to go to 12 teams in order to have a Conference Championship Game. When it became obvious that expansion would not pass without VT, Cuse was dropped.
However, BC could not get votes to be included in the first year. Even though Miami received enough votes to be admitted, Donna Shalala would not agree to sign the papers until she got assurances from Swofford that no team would be put up for admission ahead of BC.
As a result, there was not a true championship game in the first year, however the VT/Miami game at season's end actually became a title game.
Of course BC was able to come on board the next year due to some strong arm tactics by Swoffard and Donna Shalala.
