I've done work in the academic research field and with research institutions for 30 years and I've never once heard heard the CIC or the ACC equivalent mentioned by anyone as a catalyst for research collaboration. Or even heard either mentioned at all in an academic setting. Not once. Never. The only place it ever gets mentioned is press releases and by armchair commissioners on message boards.

Academic research collaborations occur for lots of reasons (limited expertise in a particular area or task needed to complete a research project, past academic/professional networking and connections, academic reputation in the field, friendship, geographical proximity - particularly schools in the same state, etc) but contrived research communities like the CIC are not one of them.

Right now I'm doing work with an ACC institution and I see the research portfolio. There is NO apparent connection between conference affiliation and what institutions the academic researchers at this institution collaborate with.

The Big 10 is comprised almost entirely of some of the largest, broadest research institutions in the world. So naturally you'll see lots of research collaborations between researchers at Big10 schools. And researchers at, say, UM & MSU probably do a considerable amount of collaboration because they're close to each other and are in the same state. But no research collaboration happens because someone said "I going to work with this person because they're at a Big10 school and that school is a member of the CIC." It just doesn't work that way.
