is misleading because you don't see that much movement between the DI subdivisions (since most people think FCS is somehow not DI football) and even between the division levels. Idaho is the first FBS schools to switch to the FCS since the mid-80s when the fallout from creating the 2 subdivisions was complete. As far as schools deciding to switch from the FCS to FBS, no school switched in between 2009-2012 due to a 3 year moratorium. UMass was the first school post the moratorium in 2012. Incidentally the moratorium was implemented because several FCS were thinking about becoming FBS Independents.

Prior to WKU making the switch in 2009, FAU and FIU were the last programs to make the switch in 2006. You could make the argument that WKU, FAU, FIU don't really count since they were already non-football members in the Sun Belt prior to becoming full members. Prior to 2006, Troy made the switch in 2002.
