The problem with the bureaucracy


The guidelines for government agency budgeting are beyond ridiculous. A lot of times the agencies are not allowed to plan for those kinds of upgrades. And if they do put in the line for those upgrades, it is frequently not approved. This is why we had the Space shuttle for so long. NASA was not allowed to budget meaningful R&D for a replacement, or if they did, that line in the budget was killed in the approval process.

In defense of the government, this is not just a government phenomenon. In the fortune 500 companies (by my experience, anyway), you'd be labeled incompetent for suggesting a new $1 000,000 expenditure that would save $2,000,000 in the next 10 years. That never enters the realm of possibility for the people doing the budgets.
