I think 18-20 would work if

The P5 breaks off from the NCAA, and they become 4 conferences:

You have 4 conferences, each with 2 sub-conferences. Teams would play within their own sub-conference to determine a division champion plus some made-for-TV non-conference money-making games at the beginning of the season (and a "warm up game against a lower school, possibly). The 2 division champions would play in each other which would serve as a de-facto CFP quarterfinal.
