for the league that has teams in Argentina, Japan, New Zealand, Australia, and South Africa. The other top rugby union pro leagues (not to be confused with rugby league rules and their pro leagues) are the Currie Cup (100% South African), Aviva Premiership (England), Top 14 (France), Pro12 (Ireland/Scotland/Wales/Italy), and Mitre 10 Cup (100% New Zealand) all follow the same rules regarding replays.

The Television Match Official (TMO) is located at the stadium instead of some centralized location. The TMO can only rule on exactly what the referee asks them (i.e. try or no try?). The TMO does have the power to bring the replay up on the jumbo-tron for the referee. In those cases they will discuss it, which sometimes include the sideline officials (who can hear the conversation), before rendering an opinion. In the even the referee and TMO disagree, then the final decision rests with the referee. The only time I have ever seen them disagree is whether a foul should be carded or not and the color of card (red or yellow).

College football has been using that replay format you spelled out for years now. Even when the replay official was in the stadium there have been quite a few times the referee has stopped the current play, even after the ball as snapped, to review the previous play because the human and/or technology factor wasn't quick enough. Now that distance is apart of the equation, then I would think the rate of stoppage after the ball is snapped would go up because the human and/or technology factor has not improved enough to compensate for the distance.

If the ACC/SEC switch to an earpiece communication system, then the time should be comparable to making a long distance telephone call. Also, it may eliminate the need to having a buzzer system. I don't think the ACC/SEC will switch to the system used in rugby (aka ref is the only one to start the replay review process) while the other conferences allow the ref or the TMO to start the replay review process.
