I think it will be a nightmare.


Let's say you pick a set of metrics, and cut it down to 64. There will be 5-6 schools that think they deserve the last spot. Those schools will all have Congressmen, wealthy and influential alumni etc. that will threaten antitrust violations unless their schools is included. There will be schools that argue that the metrics were rigged to favor certain schools. There will be those that argue that creating a super division is the last step away from amateurism, and seek to tax the 64.

The problem is not intractable, but there are paths of lesser resistance.

Think of the NCAA selection controversy with the stakes multiplied by 1000. Think about it: when you create that 64, it could be seen as a permanent bar to the excluded schools from ever rising to the top division.
