Is the P4 still a tough sale if a group of schools (i.e. 64 for easy math)
clearly separate themselves from the pack? If those 64 schools decide they want to change the standards and they can handle the cost of doing business under those new standards, then I would think Congress would have a difficult time defending a school that can't financial handle the cost of doing business. If some schools currently in the club find they can't financially handle it and want to leave the club, then that opens the door for another school to take its place. I would think the deciding factor would be whether the school can financially handle the cost of doing business instead of the location of the school.
