Why would you assume that Notre Dame would win any conference?
Swarbrick's logic is sound: there is no indication that the Irish could have won the ACC in 2015 (lost to Clemson, OSU and Stanford), or in 2014 (awful season for them), or in 2013 (average season at best). It's certainly not the case that conference membership is a punched ticket to the playoffs.
So a businessman thinks: I can pocket big TV money as an independent with marquee games I schedule at MY convenience, and if I finish 11-1 I have a good shot at the playoff. That's guaranteed cash with, in my opinion, not much of a worse chance to make the playoff than as an ACC member.
It's certainly better than: join the ACC, slug it out with Clemson, FSU, and classes-optional programs like UNC, and MAYBE win the conference, all the while sharing revenue with vampires like Wake Forest. And BTW, you'll have to play in a few high school stadiums along the way. Not cool.
It simply makes no sense for Notre Dame to join the ACC, unless there is an unequal revenue distribution (all other ACC schools would bitch and moan), and if Notre Dame could play a reduced schedule.
FYI: I think the ACC should give Notre Dame whatever they want.
