Under Florida Law, anyone acting on behalf of FSU, such as the Conference


or the current negotiating committee is subject to disclosure. Even if FSU doesn't have the document in hand, they would have to get it from the ACC and make it public.

"The Florida Supreme Court has stated that this broad definition of "agency" ensures that a public agency cannot avoid disclosure by contractually delegating to a private entity that which would otherwise be an agency responsibility."
