Minor point. ESPN owns the right to televise

what it didn't sell to Raycom. The schools then own whatever ESPN doesn't show. Legally, the ACC could start a web-based non-rev sports network tomorrow.

Admittedly, that is worth very little. But as Hoo86 points out, the ACC wants to get its non-rev sports on TV. So that is logistically possible.

I don't expect it but either ESPN or Raycom could, at least in theory, stand up a network without renegotiating their Tier 1 and 2 options.
