Maybe not what you are looking for but here are 8 reasons


1) Football drives the money. ACC tier-3 football would entice few to subscribe. They would get a low cost per subscriber - the threat of losing football games is what drove the subscriber rate for the SECN and B1GN.
2) ESPN went to war with the providers over the SECN. Willing to do that again with an inferior product?
3) Standing up another distribution channel is costly and ESPN incurs 100% of the cost/risk -- at least under the SECN model
4) ESPN is losing subscribers big time. Spending time and resources on minor channel like ACCN should be low on the priority list.
5) Now is quite possibly the worst time in the last 30 years to invest in a new, traditional tv channel
6) It is not ESPN's job/responsibility to promote ACC olympic sports
7) ACCN would have very low viewership except for games they would normally show on their main networks. robbing Peter
8) because nothing says they have to as long as they make penalty payments for non-launch
