My almost 3 year old has one, but my 10 month old can't be trusted yet

The 10 month old could spend hours just chewing away on the phone and covering it in drool so we figure she is not ready yet.

But her older sister likes to pretend call grandma a lot. Her pretend call bill is huge and is costing me a lot of pretend coins.
