Even if the P65 decide to require a minimum number of sports

it still won't guarantee that the P65 will have enough participating teams for all the sports a school could decide to sponsor. Currently, I think the number of NCAA sanctioned sports at the DI level is somewhere between 30-40 (men's and women's). Also, in order for a school to currently participate at the DI level, then it must sponsor 18 sports (men's and women's).

The reality is that there are some collegiate sports that are primarily regionalized and may always be regionalized. Just because a P65 school sees an increase in revenue, doesn't mean they will be able to sponsor a brand new sport in Year 1. For example, there are only 9 P65 schools that currently sponsor DI men's ice hockey, only 4 P65 schools that currently sponsor DI men's water polo (note: pool dimensions slightly different than swimming and diving pools), and only 9 P65 schools that currently sponsor DI men's lacrosse. You may see a few P65 schools have enough extra money to start a water polo or lacrosse team in Year 1. However, it is very unlikely you will see any new teams in Year 1 for ice hockey. So for Year 1 (and maybe even the first couple years) the P65 could have several sports where the number of participating teams is less than the number in 1 conference.
