That's how I understand the rule. That move is still legal.

I understand they will call it like that to prevent a guy hanging on leg/Ankle for 4 seconds, letting go and then going back to ankle for another 4 seconds.

But the ref called it the second he touched the ankle. Which to me is the equivalent of calling stalling the instant a guy stands up and you don't release him after he stood up before and you took 3-4 seconds before returning him.

And then that stall call on zack at the end. It didn't matter, but that may have been the worst stall call I've ever seen.
