It can take anywhere from 6 to 18 months to demonstrate need and go through their review process. There is some ridiculous statistic (don't quote me on the accuracy of the number) that 80% of elders die before the first payment is authorized. There is a whole industry centered around helping families navigate the roadblocks thrown up by the VA.
