The 5th Precept of the Church discusses tithing
From the Archdiocese Office of Stewardship and the Annual Catholic Appeal (not a magazine written by lay staff):
When striving to give a full tithe, you should calculate the amount you give back to God based on your gross income. The reason for this is that stewardship calls us to give back to God first, before we take care of any of our own wants, needs or obligations – including our obligation to our government. After all, God should come before Uncle Sam, shouldn’t He? By placing God first – above all other financial obligations – we show how much we love and trust Him. Some people may never be able to reach a full tithe. Others reach that goal and keep giving, knowing that in reality it all belongs to God.
I will agree that the tithing thing is more subject to interpretation now than it ever has before and words have been added to cover things like "each to his or her own abilities" for people who are incapable of the full tithe. All of that is irrelevant and an offshoot of the original conversation. The Vatican is taking 0 refugees and the Americans are taking very few relative to our population and abilities IMO.
All that said, we are getting way off track here.
I think His Holiness' comment was hypocrisy (even after the actual quote was reported correctly). I think Donald Trump's whackadoo nitwittery 'plan' for a wall isn't economically feasible. I think {know} people still come over and under our wall every day.
Shrug...
