All over subscribe. You'll never, ever, ever, get the speed you pay for when downloading Netflix (be it 15/25/50 or 100mb/sec). Also, all of those major players are going to keep you 8-10 internet/network "hops" away from any cache or server with Netflx content.

Now .5mb/sec is probably acceptable if either:
1. Your ISP is a member of an internet exchange with Netflix cached, a Netflix server, or peering with Akamai (CDN - Content Delivery Network).
or
2. Your ISP has it's own CDN peering network, cache or Netlfix server

Those big players have policies that keep them from joining exchanges (unless the local franchise agreement with the city/county requires it). They see it as a cost most customers won't pay extra for.

If you are in a major metro area with an IX (internet exchange) you can probably find a wireless provider with IX membership. These guys know IX is the only way they can provide content more cost effectively than the big boys.

Richmond does have an IX - RVA-IX.net. Right now, SkyWire is the only ISP selling consumer service. I've seen the real numbers, they deliver Netflix with 3/4 internet hops on 5 or 10 mb/sec connection faster/better than Xfinity or Verizon at 50 mb/sec.
