I will try to explain it as best as I can, but others might do a better job

The stall call is a tool that they are using to help encourage offense, and reward offense. As a wrestler you must show that you are making an effort to take shots, or establish some kind of offensive game.

Matches can be very dull and boring when you have two guys sitting in the middle of the mat and just hand fighting. If you are the aggressor in the match and are pressing/pushing on the other guy and engaging him, while taking shots, and the opponent is backing off and just playing defense, then they are going to call a stall warning. If they continue to do it then a point will be awarded.

You can also get a stall call while on the bottom, in that you aren't making an effort to get out, or making yourself presentable. So if you are in a tough situation, just sitting on the bottom with your head and hips pressed to the map and not making a effort, then you can get a stall call.

They can also call stalling when a man on top is holding onto a leg, and not releasing, or if a wrestler chases another off of the map. And last but not least they can call it for interlocking of fingers.

I may have missed a few things, but in the end if a wrestler is on their heels and not making an effort to attack, then the ref. can call stalling. It is generally up to the discretion of the ref. in many cases.
