Looks like somebody put a tarp over 15,000 empty seats

I get what you're saying, but I just don't see that it makes much difference.

Rice Stadium is or was huge. They held one of the early Super Bowls in that stadium. With Texas and Texas A&M no longer visiting Rice with any regularity, I can't imagine they come close to filling even 40,000 seats.

If we're concerned about optics, I think it is fine to close off upper decks, sections, whatever. But putting a tarp over the empties to me just emphasizes that you've given up on ever having decent attendance.
