I am fairly certain that Raycom owns the content that is on the Fox RSNs

In fact, I think that deal is between Raycom and Fox Sports South specifically. The content that Raycom subs out to FSS can only be broadcast on the RSNs which is why you do not see any of these games on Big Fox, FS1, or FS2.

This tells me that Fox is not a player that would need to be "bought out" but I do believe that some pretty serious accommodations will need to be thrown towards Raycom to make any network a reality.
