There is a difference between

Going to VT and playing football at VT.

Regular kids are coming to VT because of the combination of
excellent academics and athletics. The value of the education at VT especially for in state kids is excellent. I was an out of state student but I have gotten an excellent return on investment. But I am in the minority most kids usually want to stay in state with college due to the cost savings. It was my dream to go to VT and I did it.

Getting kids to come play football at VT is entirely a different thing. The competition to get those kids is fierce. Many of the in state players are getting recruited by SEC, Big 10, PAC 12, and Notre Dame. Hard to compete with them. For out of state football players we have done well getting players from NC, SC, and GA in the past. Overall though we have a lot of schools to compete with football wise whether the players are in state or out of state.
