It looks like simple economics if you omit some motivations that are less obvious than "Comcast/NBC needs content..." ESPN loves the fact that one of their competitors is trying sell advertising on a car auction program. They don't want NBC or any competitor to have "competitive" content.
If Disney/ESPN financials are not promising, the solution is not to strengthen the competition by selling content to them. This only spreads/divides the advertising dollars over more programs. ESPN wants fewer channels, not more. It's why they are in no rush to launch the ACCN. They launch ACCN, only if it appears that NBC or Fox will do it in their place.
You say that Comcast should buy the ACC rights from ESPN. At what ungodly price? ESPN might be willing to sell, but only at a price that would make the transaction unprofitable to the buyer. The same problem will occur if NBC tries to buy the Fox portion of the Raycom content. Fox will not make it easy on them, if they agree to sell, at all. ESPN may gamble and "pass" on the ACCN, hoping that NBC/Fox/Raycom will never be able to come to an understanding. Each of these three parties has a strong bargaining position; a meeting of the minds is not guaranteed. (But they are not fools.)
ESPN has accumulated so much content that they don't have enough broadcast slots for all of it. The knew that when they bought it. Much of what they own is just kept on the shelf for strategic purposes. It limits the competitors catalog of goods, and restricts the number of competing programs ont the air at any given time.
ESPN is playing a "blocking game."
