Can they generate enough in the state to support college football?

This is really the question. And more importantly does ESPN think they can enough to pay to produce the games for television to make money from them. The UConn football team will be competing for interest with the New England Patriots and to some degree the NY Giants and Jets. It's a challenge no doubt.

New England hasn't been much of a college football centric area since Yale and Harvard stopped emphasizing it in the 1950s. Boston College is really the only P5 left, and they even struggle competing with the Patriots for attention in Boston.

We know the answer regarding college basketball. ESPN shows UConn all of the time. Basketball would be great in the ACC, but all of these changes are football driven.
