There is no risk in a few years when the GOR expire.
It's a lot like trading a player in pro sports. If you hold onto someone who doesn't want to play for you then you lose all value if they play out the contract and walk away. So, you let them go early and even if you get far less than their value you are at least getting something when otherwise you get nothing at the end of the contract.
I don't know what the Big12 would do but this looks very much like a peaceful way to shut the conference down at the end of the GOR. It keeps everyone happy for the next few years and gives all the schools a chance to see where their landing spot will be.
