I had to deal with the fallout from a contractor doing something similar...

...in a high rise parking garage a few years back when I was a construction superintendent. Thank goodness the damage wasn't nearly that bad - in this case the dummy simply ripped the suspension cable out at one end of the hanging clearance bar by whacking it with a ladder rack that was too tall. But the crazy thing is he proceeded to drive all the way to the top of the deck, clipping every single clearance bar on the way up. Amazing.
