So yeah, I'd agree with exactly what you said except you missed the line "Lore hasn’t said how he’d get the money to fund Telosa" We only find out later in the article he would need a lot more than he has and would have to solicit funds to accomplish that so I'd call that "burying the led."
America has had a long history of creating utopias, even places like Hersey Pennsylvania were intended to be places where workers were taken care of in a utopian social structure. Heck, even where I live Columbia MD had certain utopian goals, the paradox being that their success just lead to the usual non-utopian development. (or Columbia was going to succeed anyway due to suburban sprawl)
But yeah, if it's his money have at it and seriously good luck although I doubt they'll accomplish their goals.
