A law isn't going to change anything, it is being done outside the US

and it's already illegal. what law is going to stop people who are already breaking the law (over much more serious offenses than annoying people).

it's like the idea of stopping murders by passing gun laws. someone that is going to kill someone, isn't worried about having an illegal gun.
