Yes, a lot of those calls originate overseas.

A few years ago I built a call center in Richmond. This company handled outsourced customer service calls for cable companies/ISPs, streaming services, etc., but the lead furniture installer told me that he's set up modular furniture for lots of overseas call centers because those types of call centers can get away with shady stuff like spoofing and ignoring the "do not call" list.
