Not to nitpick, but the "16th spot" is primarily a G-League assignment.


JRob has a two-way contract. NBA teams can carry up to 15 active roster spots and sign up to 2 two-way contracts. Two-way players spend most of their time in the G-League and can be called up for a certain number of games to fill in for injured players. It's likely that JRob will see some time at the end of the bench for the Bucs, but the bulk of his time will be spent in the G-League. It's a good gig though, he will make better money than most G-League players and is an injury or two away from getting called up.
