JMU has been uninterested in FBS since Alger came.

Up to now, my impression is that the only real offers JMU has ever had from FBS is from the Sun Belt. I think that was a standing, but not publicized offer, that basically ended with Coastal taking the 10th slot. Their admins ignored that offer. I've heard about the CUSA offer, but I think that was only ODU promoting it and not enough others wanted JMU. CUSA has too many teams to want JMU (but that may change soon, I hope).

I think JMU are changing their minds on the issue, and if a chance comes up this round, they will take it, from any FBS conference. The CAA TV contract is trash among other things. I hope so, I'd like to see them in FBS.
