ESPN does have streaming.

I'm not sure what the article is suggesting Disney is concerned about. ESPN streams LA Liga and Bundesliga on ESPN+. Since NBC has done well with English Premier League ESPN and CBS have scrambled to add the other European premier soccer leagues to streaming. CBS streams Serie A and the Argentinian and Brazil leagues on Paramount Plus.

ESPN will grow their ESPN+ content.
