So far, escalating levels of coercion has not worked

What I don't understand from a public health perspective is that it is obvious that how the federal and some local governments have approached convincing vaccine-hesitant people to get vaccinated isn't working. Yet they just seem to be doubling down on the approach, and that's creating more resistance.
