I believe Nova is right. I chaired a tourney several years and we had

observers stationed at the "hole in one" hole. We actually had a winner one year. The insurance company interviewed the winner, players in his group and the observer to verify everything was on the up and up. The winner had to pay taxes on the new car he won.
