If the committee holds a blowout loss to the #1 team against Georgia,


then they would also have to hold any close wins to lower-ranked teams against Cincinnati. At the end of the season, the committee evaluates the complete body of work for each team and compares them. A 1-loss Georgia team, even if that 1 loss is a "blowout" loss to Alabama, will still look better on paper than an undefeated Cincinnati record given their schedule. Georgia will have to have 2 losses to be left out of the playoff.
